Per Carnes Researchers:
* Moved to Franklin County, GA, 1802 with wife and one child, Richard thought to be born in Rabun County, GA, per Eastern Cherokees Application No. 20030, of his grandson, Wilbern Wells Carnes, of Ball Ground, Cherokee County, Georgia, dated 20 March 1907.
* Richard reported on the 1850 Franklin County, Georgia Census, that he was born in New Jersey. The death record of Richard's oldest son, Holloway Carnes, who died in Hart County, Georgia in 1860, states that Richard was born in North Carolina.
* The most likely scenario is that Richard was born in New Jersey, and came through North Carolina, before entering Georgia.
* The Eastern Cherokee Application Number 20030, submitted by Wilbern Wells Carnes was rejected by the Special Commisioner, Bureau of Indian Affairs. The note of rejection states:
"The applicant said this father and fraternal grandfather were never enrolled in any roll--Ancestors lived in Franklin Co. Ga in 1835-36--Could not have been party to treaties of 1835-1836, 1846."
In his application, Wilbern Wells Carnes asserts that he understood his fraternal grandfather, Richard Carnes, was of Indian ancestry. He quotes what "old timers" had told him; however, all these people were deceased at the time of his application; so there are no affidavits supporting his assertions.
